The Emperor
As kings of old were called "sons of heaven" and recognized as God's representatives on earth, so the Emperor card signifies the wisdom of good authority--along with justice, discipline, and strategic defense.
In symbolism sometimes maligned today, he has a white flowing beard to show experience and wisdom. The scepter, orb and crown, of course, show his power. The Ram's horns reveal anointing and strength as do the fiery colors surrounding the throne.
He is the very picture of order, law, general welfare, and protection. He is the high ideal like King Arthur, the once and future king, who drew the sword from the stone, sat with his knights at the round table, and served the people.
He bears the sword by God's grace to punish evil doers and to defend the people. However, when his government becomes unjust he must answer to a higher power.
Regarding unjust government, Christ's disciples accepted imprisonment yet continued to preach because it was better to obey God than men.
Jesus said to render to Caesar the things that are Caesar's but to give to God the things that are God's--whether taxes, or honor, or service.
